新北市只是提出計畫，實際上並沒有真的執行，根據規範，一般民眾每人每周可外出3次購買民生物資，採購、工作及就醫需外出者要攜帶身分證或通行證，外出不得搭乘大眾交通運輸，且需依照管制時間外出以便分流，違反者將依傳染病防治法第70條處3000至1萬5000元。
