選舉票加上公投票，民眾最多領15張選票，最少領13張選票。10張公投票皆為白色，以3案、3案、4案方式，分別投入3個票匭。由於公投案暴增，中選會為加快開票速度，也首度採先分類票，再逐一點數唱票方式開票。
