非親屬骨髓移植屬於人體器官移植條例規範事項，原規定只有三等親內可捐贈骨髓，於民國82年開放非親屬捐贈。法案修改的主要推動者有葉菊蘭、韓國瑜及魏耀乾三位立委。法規之修改在民國81年11月24日由行政院提案，於民國81年12月29日完成一讀，05月18日單日完成二、三讀。

慈濟法印與骨髓捐贈法，當年如果沒有韓國瑜積極奔走修法(只限三等親)，慈濟的八大法印之一的「骨髓捐贈」絕對過不了關；在他之前，法案已經在立法院躺了一年多，毫無進度。
台灣這麼多年來，可以拯救這麼多血癌患者，韓國瑜功不可沒。
他花了八天，把全部相關的學者、專家通通找齊，把問題全部一一解決，讓法案順利的在完備之下完成修法；於民國82年5月18日，一日三讀通過。
這種悲願的行動力和使命感的決斷力，不是一般人做得到的。
